The planned development of a former factory on the outskirts of Bristol has been given the go-ahead as up to 200 dwellings will be built. The former Kleeneze-KOTI factory site, in Hanham, will become a new village with 12 blocks of flats and houses.
South Gloucestershire Council has approved plans for the development to move to the next phase as a Section 106 agreement has been signed and put into place. A Section 106 agreement is a legally binding agreement between a developer and local planning authority, to reduce the impact on the local community, which can include financial contributions from the developer.
Planning permission has now been granted for the major scheme which has 39 conditions attached to the project. The development of up to 200 dwellings will begin within three years or two years from when details of the layout, scale and appearance of buildings and landscaping of the site is submitted and approved by the council.
Around half of the conditions affect the pre-commencement and development of the potential 200 dwellings. The rest of the conditions affect the occupancy and mitigating potential hazards during the development, including trees and development following plans already submitted within the planning portal.
In the affordable housing statement, plans have indicated that 180 dwellings would be built across the 12 blocks, subject to changes. The 180 dwellings are broken down into:

The document advises that 35 per cent of the units would be ‘affordable housing’, meaning that 63 flats/houses/apartments would be affordable. In total, if all the housing was filled, then it would provide accommodation for 348 people.
The 12 blocks would be of varying heights, from two storeys up to five storeys with a commercial ground floor. As part of the development, a minimum of 650 sqm will be commercial space.
The development will also include creating public spaces, including a new village square, and a range of semi-private and parking areas for residents. The central village square will be a focal point with trees and a playground area.
The development includes footpaths linking the development directly to Hanham high street. New access will be created from New Walk, Martins Road and Anstey’s Road.
The proposed dwellings will not affect the Sealtech site which is located just outside the boundary of the planning application. The manufacturing unit will have new access to avoid interfering with the planner development.
The former factory was bought by Tesco as plans for a supermarket were abandoned. The site was later acquired by Homes England in order to help fill the demand for housing as part of the council plan in South Gloucestershire.
