An inquest has heard a teenager was found dead by a support worker visiting his home. At the public hearing held by senior coroner Philip Spinney at Exeter County Hall, now the main coroner’s court for Devon, Plymouth and Torbay, the inquest of Billy Cook was opened.

Mr Spinney said the 19-year-old was born in Bristol and resided at a property in Pentillie Road, Mutley, Plymouth where he was discovered on June 22 this year. He noted in the records that Billy was single and unemployed at the time of his passing.

Describing the circumstances of his death, Mr Spinney said: “On June 22, Billy Cook’s support worker attended his home address for a welfare check.

“When she entered his flat, she discovered Billy lying face down on the floor unresponsive. Following ambulance attendance, Billy was sadly pronounced deceased at the scene. The cause death was unascertained.”

Mr Spinney adjourned the hearing and a full inquest will take place at a later date.

Plymouth City Council has previously confirmed that any family or friends who wishes to attend the full inquest can request for it to be held at Plymouth’s Coroner’s Court rather than be forced to travel to the Exeter venue.
