A serial fly-tipper has been ordered to pay more than £5,000 in fines and costs after illegally dumping large piles of waste across Bristol. On Monday September 16, David Mullalley pleaded guilty to waste offences and was ordered to pay £5,280 in fines and costs to Bristol City Council.
Operating under the business name Two Magpies Clearance, Mr Mullalley was found to have deposited large amounts of fly tipped waste in the St Philips, Bedminster and Hotwells areas between September and October 2023. Fly tipping sites were found on George Jones Road, Queen Ann Road and Silverthorne Lane, which were subsequently visited by waste enforcement officers.
Officers were able to find evidence linking to various commercial and domestic properties in Bristol that had paid Mr Mullalley’s Two Magpie’s Clearance sums ranging from £250 to £600 to dispose of their waste. It was also discovered that Mr Mullalley was illegally selling waste on to a buyer.
During the proceedings held at Bristol Magistrates Court, judges treated the several instances of waste disposal as one, with Mr Mullalley pleading guilty to three charges of breaching duty of care, and one charge of failing to produce waste transfer notes. Mr Mullalley has since been fined £3,060, with further compensation costs of £1,600 awarded to Bristol City Council towards the cost of clearing up the sites and prosecution costs of £630.
Councillor Martin Fodor, Chair of the Environment and Sustainability Committee, said: “Fly tipping is a crime which Bristol City Council takes very seriously. Not only does it make our streets and public spaces look unsafe and untidy, but it can also have serious, detrimental effects on our local environment.
“Our residents deserve to live in a tidy and safe city, which is why we will always take strong action against those who illegally dispose of waste, and remain committed to keeping our streets and neighbourhoods clean.”
