Watch the moment Bev Turner accuses a councillor of “not knowing” how people in his area would go about dumping waste.
The number of reported fly-tipping incidents in England in 2022-2023 was 1.08 million, a decrease of one per cent from the 1.09 million reported in 2021-2020.
“Talk me through the process”, Bev told Ben Green from the South Kesteven District Councillor. “What would someone in your area have to do to go to the tip?”
He responded: “It’s not straightforward. There would probably be a booking process involved and we have a tip in town.

“That barrier to entry is certainly present and that’s something we have to deal with.”
Bev put it to the Tory councillor that slapping people with punishments seems unfair given the confusion surrounding the process.

“Forgive me, but you clearly don’t know what the process is and you should”, she said.
“Let me tell you what you have to do in my area. You need to go onto the website, you might have to download an app, then you have to book your car in and it might be two weeks time.
“Gone are the days of waking up on a Sunday morning of driving to the tip – instead you have someone telling you you’ve got to wait two weeks. This is the problem.”
Green said the process can be ‘streamlined’ in some ways, only to be find himself on the end of a grilling by Bev who insisted on knowing what he meant by the term.

“What does that mean?”, she repeatedly asked.
“I think it’s nonsense as you’ve alluded to with your circumstance, that is clearly wrong and it will spur people to engage in this activity”, he admitted.
“We should absolutely be clamping down on the people we catch in the countryside ruining its beauty.”
Bev hit back: “People would not do it if they had somewhere they could go and offload their old sofa. People would not be fly-tipping.”
Green said the amount of fly-tipping in the countryside is an “absolute scandal” and heavy handed action must be taken on perpetrators.
The Tory councillor then offered a solution to fly-tipping that left Bev perplexed and caused her to slap her head in frustration.
He suggested planting a tree where people would often go about dumping their waste illegally.
“That right there is wrong with this country”, Bev angrily rebuked.
