We say: A clean brow is the essential first step to this product application, our tester reports. Trying to apply over sticky skin care or foundation will disrupt the pen’s performance. Applied to clean, brushed brows, our tester found the tiny brushes yielded supernatural, hairlike strokes to give sparse areas some added oomph.
